Changes to ITP: age limit raised from 32 to 35 years

The Property Transfer Tax (ITP) is a fiscal charge paid when buying a second-hand property. The new Decree Law 5/2025 from the Catalan government increases the age limit to access the reduced 5% ITP rate. Until now, this benefit was only for buyers under 32, but the new regulation extends it to those under 35.
This measure aims to make housing more accessible to a segment of the population facing increasing difficulties in purchasing property, especially amid rising prices and more expensive mortgages. With this update, more young buyers can take advantage of the reduced ITP rate, saving significantly on their first home purchase.
Please note that this measure may vary depending on the autonomous community. In Catalonia, it has already been approved through Decree Law 5/2025, extending the reduced 5% rate for purchasing a primary residence to buyers under 35 (previously up to 32). To benefit, in addition to the age requirement, certain conditions must be met — such as the property not exceeding a set value and being used as a primary home.
